Inner City Cycling Connection (IC3) Proposal for Leimert Park – 2026
Promoting Cycling, Safety, Health, Fitness, Cultural Legacy, and a Greener Environment
in Our Inner Cities

I. INTRODUCTION
The Inner City Cycling Connection (IC3) respectfully submits this proposal to the Mayor
of Los Angeles and the Los Angeles City Council seeking official endorsement and
support for the Inner City Cycling Extravaganza 2026, to be held in Leimert Park on
February 16, 2026, in celebration of Black History Month.
This annual event will celebrate the Legacy of Leadership and Black Excellence,
focusing on H.E.E.A.L.: Health, Education, Economics, Arts, and Legacy.
Our goal is to recognize and elevate Black success stories, past and present, while
fostering healthier lifestyles, community unity, and cultural pride through the accessible
and transformative power of cycling.
II. ORGANIZATIONAL BACKGROUND
The Inner City Cycling Connection (IC3) was born from the spirit of community
advocacy during the Martin Luther King Jr. Parade in Los Angeles. What began as a
grassroots initiative has evolved into a dynamic nonprofit organization focused on:
Cycling advocacy & safety
Youth mentorship & academic encouragement
Environmental stewardship & health awareness

IC3 aims to create opportunities for inner-city residents to engage in fitness, education,
and community-building while contributing to a greener, safer, and more vibrant urban
environment.
III. EVENT PURPOSE & THEMATIC FOCUS
A. Purpose
The Inner City Cycling Extravaganza 2026 serves as both a physical and symbolic
journey of empowerment. We are not just riding bikes—we are re-cycling the body,
mind, and spirit of our communities.
This "edu-tainment" event will address critical issues in our neighborhoods, such as:
Mental Health & Wellness
Economic Empowerment
Educational Advancement
Cultural Legacy & Pride
B. Honoring Black Legacy
We will celebrate the historic and contemporary achievements of Black leaders who
paved the way, including:
President Barack Obama
Governor William Alexander (First Black Governor of Louisiana post-Reconstruction
era)
Mayor Tom Bradley (First Black Mayor of Los Angeles)
Councilman David Cunningham (Trailblazing local leader)
their legacies will serve as the foundation for dialogues and programming throughout
the event.
