I was looking for more details about what ucla is doing and a time frame.
Are they only doing his nc's?

Is there a water component ie la river?

There's an organizational mix of multiple nc's per council districts. The
NC boundaries do not mesh with council boundaries. In fact, since NC's
work with the mayor and not typically the council members the NC's, in
some cases, NC's  assume a watch dog type, adversarial relationship.
